--    Logika obserwuje czy wartość wejściowa ulega zmianie (nie jest zamrożona). Jeżeli wartość nie ulegnie zmianie przez określony czas to 
--    na wyjściu zostanie wystawiona wartość 1.

--    Logic expects following variables:

--    input                   - wartość wejściowa
--
--    output                  - wyjście [0 - input się zmienił; 1 - input się nie zmienił]

--    setting.delay           - wartość czasu. Po tym czasie jeżeli input nie ulegnie zmianie na wyjściu będzie wystawiona wartość 1 [s]

--    counter.delay.downtime  - licznik powiązany z setting.delay [s]
